History: Man there is really no wiki at ALL for Toby. HERE GOES...
Toby was born to a human father and incredibly powerful mother who was doing what they call playing Faerie Bride. She settled down with a human and had a baby and everything was fine for a while until Toby couldn't hide her powers anymore. Then she had to go through the Changeling's Choice. Humanity or Fae. The downside to choosing humanity was that it would mean her death. But she chose Fae. She's still not sure if it was the right choice.
She and her mother moved to the Summerlands. Fastforward a few years and her mother had gone crazy. Toby ran away and joined up with Devin and his gang of changelings. It wasn't really a good life, but it was exciting, and she fell in love with Devin. He used her like he uses everyone, but eventually she got out. There are a lot of details here that haven't been fully revealed, but she did a great service for the queen in finding her knowe, but when she insisted on taking credit for it (at Sylvester's urging) the queen was furious. She's hated her (and Sylvester) ever since. Sylvester, on the other hand, knighted her for the honor. It gave her a position in his court and a sure out from Devin and Home.
She fell in love with a human, Cliff, then and took her own turn at playing faerie bride. She and Devin fought about it, and in the end she promised not to marry him until her daughter Gillian was old enough that she probably wouldn't have to make the Changeling's Choice. Gillian's a changeling too, but her blood's thin enough that she's all but human. She agreed, and started working as a private investigator while doing work as a faerie knight as well.
Then Sylvester's wife, Luna, and his young daughter, Rayseline, vanished. She went after Sylvester's brother, their chief suspect, up until he met up with Oleander in the Tea Gardens, a small independent knowe belonging to Toby's friend, Lily the Undine. Oleander was a famous and deadly fae who was well-known for her work with poisons. They turned her into a fish and she would have died gasping if someone hadn't put her into a fish pond.
Fourteen years later, she finally managed to break free of the enchantment. Unfortunately, life had moved on without her in that time. Cliff and Gillian thought she had abandoned them, and as they didn't know she was fae, she couldn't explain what had happened. She turned her back on faerie and started a string of crap jobs to pay the bills. She didn't want to face her old friends and family.
Then she received a call from Evening Winterrose begging for help. Evening had been something of a friend to Toby, though Toby wasn't particularly good at accepting friendship, especially then. Evening was the Countess of Goldengreen, and by the end of the message, it was clear she'd been murdered. She'd also laid a binding on Toby to force her to solve the mystery. Toby raced against the clock to figure it out, finally reintegrating herself with her old world in the process. She asked Devin for help and he sent two kids to help her: Dare and Manuel. They were young, cocky, and wanted out of Devin's questionable life. Dare saw Toby as a hero.
Devin turned out to be the one that had killed Evening. He also killed Dare before Toby could protect her. Toby killed Devin, avenging Evening and freeing herself from the binding. She got her PI license reinstated and started doing work for Faerie and humans again.
Sylvester sent her down to check on his niece, January, in the nearby fiefdom of Tamed Lightning. She brought Quentin with her. Turns out the reason she'd been out of contact was that people were getting murdered in a way so strange that the Night Haunts weren't coming for the bodies, leaving dead Fae husks that would never decompose. Quentin and Toby had a lot of difficulty solving this case, and more people died before they finally figured out who was doing it. In the process, Toby used blood magic to resurrect one half of a changeling who spent his/her days and nights divided into two people. One of them died, but she managed to bring the other one back. This was such an extreme use of magic that it freaked out Tybalt, who had come to help. He avoided her for a while, which she found a mixed blessing.
Then children started disappearing. Some of Toby's friends, and a handful of kittens from the Court of Cats. Quentin's human girlfriend, too. Blind Michael, a mad firstborn who used children to hunt, was gathering new recruits. The Luidaeg turned Toby into a child so she could try and rescue the kids. She was partially successful. Unfortunately, one of her friends' children was still trapped--not physically, but emotionally. She tried again, and this time she had to barter away her own safety for the kid's. Blind Michael brainwashed her and groomed her to be his new bride. Her friends managed to win her back at the last minute, but Toby wasn't done. She went back one last time and killed Blind Michael. This broke Oberon's law, as he had decried it unforgivable to murder a pureblood fae for any reason besidtes by royal decree, but no one was complaining.
Then people start getting sick. Toby's close friend, Lily the Undine, is dying, and there's nothing Toby can do about it. Luna, Sylvester's wife, is quick to sicken as well, and several cait sidhe in Tybalt's court start to die as well. The queen awards Toby with Evening Winterrose's land and title, giving Toby the dubious honor of being the new Countess of Goldengreen. This is a ploy to get her out from her fealty to Sylvester so the queen can deal with her directly instead of going through him. She accuses Toby of murder. Toby figures out pretty quickly that it's Oleander, back again and playing her old tricks, and even that it's Rayseline that's helping her. Unfortunately, she gets shot with elfshot, a substance that puts purebloods to sleep for centuries and kills changelings and humans. Before she can die, her mother shows up and forces her to make another Changeling's choice. She chooses fae, and her mother burns out a bit of her mortal blood and hte elfshot along with it. This should be impossible, but Amandine doesn't much care about impossible.
She's arrested and pulled before the queen who sentences her to death and locks her in an iron cell that nearly kills her before the execution can even come. Tybalt, Quentin, and Connor come to save her, and they whisk her off to heal. Her work isn't done, though, especially when she figures out how Oleander was getting in. In the resulting fight, she and Rayseline kill Oleander, and Rayseline flees. The queen tries October, but the evidence is against her. All she has is that Toby broke Oberon's law when she killed Blind Michael, but Sylvester has petitioned the High King and Queen of Faerie, who pardon her for that and force the Queen to let Toby go. Toby goes to the Luidaeg, who explains that she is something new: Dochas Sidhe, and that her mother is firstborn. Toby was never as weak as she thought she was. She just had thought she was an entirely different species of fae. She's got a lot of blood magic power she's only starting to learn how to use.
I also have this which has a little information that may be helpful.
Personality:It took a long time for Toby to come around to thinking of herself as a hero. After all, she’s just a changeling, half-Fae half-mortal, with a crazy mother and a bad past. She’s stolen, lied, fought, done other things she’s not proud of, and that’s just when she was a kid. People look up to heroes. Heroes can let people down. But Toby has a nasty habit of playing the hero whether she wants to or not.
Toby is clever, resourceful, and a pretty damn powerful blood magic user, even though she’s a changeling. She’s highly independent and has trouble letting people help her at first. By her canon point she’s getting more used to having a team and relying on others to help her, but she still has a tendency to take on every burden she can and consider it her personal responsibility to stop whether or not there’s any truth to it. That’s the whole hero thing. She’s stubborn an determined far past where it would be healthy for her to stop. She hates the sight of her own blood, but that’s never stopped her from spilling a lot of it, both because it’s often what needs to be done for a spell and because she has a tendency to get into fights that don’t go her way.
Toby has a lot of attitude, even against people who are far more powerful than her in situations where they’re likely to hurt her badly. She’s used to being outmatched. But sarcasm and disrespect are as useful to her as her knives in stalling for time and keeping herself alive to fight a little longer. It’s also pretty genuine. She has a lot of attitude that she’s not very good at keeping in. She’ll follow protocol as well as she can with her superiors, but she’s got a temper and a tendency to not hold back when she perceives things as unfair, even when it’s with someone as powerful as the queen.
She also appreciates this attitude in others. Her squire, Quentin, started out as a snobby courtier like all the others. But after exposure to her, he starts talking back more often. He also stops seeing changelings as lesser and is more respectful in that regard, so it’s a good trade-off. But she appreciates the lack of court stiffness. Except when she fears it’ll get him killed.
Getting one of the young people who follow her around hurt is one of the things she fears most. Toby is a mother herself to a young girl, Gillian, who grew up without her when Toby spent 14 years transformed into a fish. Toby loved her daughter so much, but as neither her fiancé, Cliff, or her daughter knew about her fae nature, they thought she’d run away and abandoned them. Losing them crushed her, and when she returned from being a fish, she turned her back on all of Faerie for a while. At times, she’s still tempted to try this approach, and she fears losing her human side, especially after her mother changed the balance in her blood. Too many fae are completely indifferent to the fates of changelings and humans, and she doesn’t ever want to be like that.
But she’s very aware of her fae side too, and even though she dislikes a lot about Faerie, she is a part of that culture and she follows the rules. She loves and respects her liege, Duke Sylvester, who she’s sworn to as a knight. She never says “thank you” when she can avoid it because it implies a debt, and the fae take their debts seriously. She strictly adheres to the rules about keeping a human disguise on at all times because she’s afraid of what would happen if humans found out about fae. Her appearance isn’t so inhuman. Her ears are pointed and her face is more angular than is usual for a human, but she could pass. She never will, though, because she knows how badly that could go.
She’s pretty paranoid, though she’d say she’s earned it. When they really are out to get you, is it really paranoia? Ever since finding someone hiding in the backseat of her car, she always checks before she gets in. She never goes unarmed if she can help it—one iron and one silver knife before the balance of her blood shifted, and just a silver knife and sometimes a sword now. She’s good at spotting illusions and even people hiding under Don’t-Look-Here spells due to a long history of dealing with them. She may have a tendency to act paranoid, but it’s usually called for.
She also has a tendency of making very dangerous friends. After surviving long past when she was supposed to die any number of time, she became roommates with her Fetch, who’d been sent to bring her on to the afterlife when she died. She’s also got a passing acquaintanceship with the Night Haunts, who take fae bodies when they die and replace them with mortal replicas. She’s summoned them twice at this point. Her most dangerous ally would be the Luidaeg, an ancient sea witch and a direct child of Maeve and Oberon. The Luidaeg is the nightmare parents tell their children to watch out for, and she and Toby have a tendency to hang out and eat donuts together. Her other allies are less powerful, but still very impressive. She has a complicated relationship with Tybalt, the King of Cats, who sometimes seems to hate her and frequently shows up and saves her life. She doesn’t always know what to make of him, but there is some trust there, and certainly a lot of shared history. His heir Raj is her unofficial squire, and best friend to her actual squire, Quentin. They’re not her kids, but she’d defend them just as fiercely as if they were. Connor was married to Sylvester’s daughter, but after Rayseline started poisoning people and working with Oleander, the marriage was dissolved. Connor and Toby always had feelings for each other, but while he was married, she refused to let it go anywhere, even though the marriage had been purely diplomatic and there were no feelings on either side. Besides, Rayseline would have killed her.
She won’t be all that thrown by Teleios. Her life is strange enough that she won’t be entirely surprise a more powerful force ripped her away from her home for nefarious purposes, but that won’t stop her from being mad as hell. She’ll also be very uncomfortable having her powers gone, especially around a lot of humans, as that will make hiding her fae nature difficult. She also won’t like that she can’t use on her other powers, since they’re a big part of her and something she’s used to having in her arsenal. She’ll be even angrier that her knife is gone. She can get other knives, but this one belonged to Dare, a girl who saw her as a hero that she let down. She’ll be pretty quick to sign up for missions or anything that might help people either escape or get more power and control because she’s a hero, and that means she won’t be able to abide inaction.
Powers/Abilities: Toby is a changeling, which means she’s half-fae, half human. She’s Dochas Sidhe, a species of fae that to her knowledge, encompasses only herself and her mother. As such she is especially skilled in blood magic. She can ride the memories contained in blood by tasting it or use her own blood or the blood of others in spells. The uses and constraints of blood magic aren’t clear even to her, but she’s used it to even bring back the dead, though that was a special case as the dead person in question was actually two people sharing a body. It’s complicated. She can also “taste” the balance of a person’s blood and figure out what sort of fae they are or what mix. She’s particularly attuned to the distinct signature smell magic leaves and can identify a person by it.
In addition she can weave illusions to make herself look human or keep people from looking at herself or a vehicle. Her illusion magic isn’t as strong as her blood magic, but even that has strengthened since her mother changed the balance of her blood and made her more fae than human. At her canon point, she doesn’t know it, but she could do the same thing.
Appearance: With her human disguise on, Toby has blue eyes, straight, light brown hair, and nice, normal round ears. As fae, her brown hair is streaked with gold and her features are pointed, ears especially sharp and inhuman. Her eyes fade to a light grey.
She tends to dress casually and practically when she can help it, preferring jeans and casual shirts and sweaters to fancy dresses, though fae custom sometimes forces her into the latter. She’s seldom seen without her leather jacket that smells faintly of pennyroyal, given to her by Tybalt, the King of Cats. She also usually has a knife in a sheath strapped to her waist.
I'll be using Kristen Stewart as her PB.

Prose Sample:It wasn’t the first time Toby had woken up somewhere with no memory of how she got there. But she usually at least knew who she’d been fighting or remembered some drinking the night before. This was… different.
It wasn’t the same kind of physics-defying crazy different she’d so often find in the Summerlands. She wouldn’t know til she got up, of course, but she didn’t get the feeling the hallways would lead her somewhere strange if she went down them. They just looked like hallways.
She looked up and listened when the person at the front started talking. Teleios? Debt? Some kind of Utopia she knew she hadn’t asked for?
She had to get out of here. She had to get away from all these…
Humans.
She slowly reached back and touched her ears. Oak and ash. Pointy. No one was looking at her just yet, so she reached for the shadows to try and form them into a good human disguise.
Nothing happened. She tried again. Why wasn’t her magic working?
“Oberon’s balls,” she muttered. Stuck looking like she’d stepped out of a Tolkien movie in a mysterious place and surrounded by humans. She didn’t have many options. Well, there was only one way to try and get around this. And she was pretty sure she’d come to regret it pretty quickly.
She tapped the nearest person on the shoulder.
“Excuse me? I think I’m lost. See, I was trying to get to this Star Trek convention…”
Yeah. She was already regretting it.
